As Senior Counsel for The Veterans Consortium Pro Bono Program, Samantha handles a wide array of duties for the Case Evaluation and Litigation group. Primarily, she evaluates decisions of the Board of Veterans' Appeals for legal or factual errors, oversees the mentoring and training of volunteer attorneys, and represents veterans and their dependents in federal courts.

Samantha is a 2018 graduate of The George Washington University Law School, where she served as an articles editor for the Federal Circuit Bar Journal. She first joined TVC shortly after graduating from law school and her work focused on representing veterans whose cases had been remanded by the U.S. Court of Appeals for Veterans Claims. In 2026, she returned to TVC after completing consecutive clerkships with the Honorable Scott J. Laurer and the Honorable Margaret Bartley, where she gained valuable experience in veterans law and federal appellate practice.

A Middle Tennessee native, Samantha is the proud daughter of two Navy veterans. Outside of veterans law, she has volunteered as a Guardian Ad Litem with Volunteer Legal Advocates and as a judge for mock trial and moot court competitions at the collegiate and law school levels. She is at her happiest spending time with her giant dogs.
