The Veterans Consortium Pro Bono Program provides: free attorneys to veterans and their qualifying family members who have an appeal pending at the U.S. Court of Appeals for Veterans Claims (Court). If an appellant has filed an appeal with the Court, he or she can request assistance from The Veterans Consortium.

The Veterans Consortium recruits and trains volunteer attorneys to help appellants, free of charge, with their appeals at the Court. The Veterans Consortium does not provide general legal advice or information about the U.S. Department of Veterans Affairs (VA) or the Court, nor does The Veterans Consortium provide legal advice or representation concerning a claim pending at the Board of Veterans' Appeals or at a VA regional office.

The Veterans Consortium was created by a grant from the Legal Services Corporation (LSC) as authorized by the U.S. Congress. It is an ongoing cooperative effort by four national veterans service organizations – The American Legion, the Disabled American Veterans, the National Veterans Legal Services Program and the Paralyzed Veterans of America.

The Veterans Consortium, Inc. is a 501(c)(3) non-profit corporation, incorporated under the laws of the District of Columbia.

IMPORTANT CHANGE IN FILING RULES AT CAVC

On Friday, October 3, 2008, the U.S. Court of Appeals for Veterans Claims (Court) announced at its
website (www.vetapp.gov) that new electronic filing requirements will take effect on October 14, 2008.
That announcement is on the Court’s “home page” of its website (upper right hand corner),
and linked to the new E-filing Court Rules.

The new electronic filing rules are applicable to ALL filings made on and after October 14, 2008,
and to existing cases, as well as cases filed on and after October 14th.

Users of the new system, named “Case Management/Electronic Case Filing System (CM/ECF) system
are required to take the Court’s on-line tutorial, and to register as a CM/ECF “filing user” before being
able to access the system. The Court provides detailed instructions for using the Adobe Acrobat 9 Program,
as well as a “Warning” for users of Apple computers.
